Your Committee on Finance, to which was referred Resolution
No. 386-88, reports as follows:
The purpose of Resolution No. 386-88 is to approve the SELEX
Business Network ( (SBN)' Service agreement and to approve the
budgeting of sufficient funds in future fiscal years to cover the
obligation of the County under this agreement .
Your Committee on Finance is aware that the length of the agreement
will be for a period of 60 months and will cover our existing
stations only.
Your committee is also aware that while there will be a net
reduction of $34.90 in the monthly rate, there will be a
non-recurring installation charge of $5, 209.50 .
Your committee has been informed of the financial impact for the
change as follows:

Your committee was apprised of the fact that with the installation
of the new SELEX system, the County will be getting improved service
which would be more efficient without additional lines . There will
always be a dial tone when one wants to use a phone.
In answer to a question regarding what is to be done at the end of
the 5-year lease period, it was pointed out that adjustments will be
negotiated with the telephone company during that period.
Pursuant to Section 10-11 of the Hawaii County Charter, any
contract, lease or other obligation requiring payment of funds from
the appropriation of a later fiscal year or more than one fiscal
year shall be made or approved by resolution.
Your Committee on Finance concurs with the intent of Resolution
No .. 386-88 and recommends its adoption. _
