Your Committee on Finance, to which was referred Resolution
No . 377-87 , reports as follows:
The purpose of Resolution No . 377-87 is to transfer and appropriate
20 ,000 as follows:

(Pahoa Police Substation Renovations )
Your Committee on Finance learned that the County has taken title to
a 12,456 square foot parcel in Pahoa. This parcel, which contains a
structure, was purchased for $100 ,000 . Upon renovating the
structure, it will be used as a substation for the Police Department .
Your committee has further learned that the purchase was made with
the help of two members of the Council . Their continued assistance
is expressed in a resolution which seeks to transfer 20 ,000 from
the Council 's Miscellaneous Account . This money, along with
existing funding in Public Works, will be used to go ahead with
improvements to the parcel .
Your committee heard testimony in support of the establishment of a
substation in Pahoa . The following points were emphasized:
1 . Rapid development and subsequent increase in criminal activity
in Puna.
2. The inflationary trend which will cause the project cost to
increase .
3 . Currently, it would take a half hour for the police to respond
from Mt . View to Kalapana .
Your Finance Committe Chairman expressed his concern that the
proposal was not addressing a long-range plan . He pointed out that
he would have preferred to see a full station located in Pahoa and
the station in Keaau converted to a substation with support from
Hilo, when necessary.

In a discussion that followed with the Chief of Police, the
following points were brought out:
1 . That there are no plans for increasing staff at present .
2. Travel time between Pahoa and Keaau will be minimized or
eliminated.
3 . There are presently 24 police officers in Puna and there will be
a maximum of 2 officers in Pahoa per shift .
Pursuant to Section 10-9 of the Hawaii County Charter , the Council ,
by resolution, may transfer part or all of any unencumbered
appropriation balance from one agency to another .
Your Committee on Finance is in accord with the intent and purpose
of Resolution No . 377-87 and recommend ' ts adoption.
