Your Committee on Finance , to which was referred Resolution
No . 375-87 , reports as 'follows:
The purpose of Resolution No . 375-87 is to approve the rental
agreement of the telephone system for the Clerical Services Center
and provide for sufficient funds in future fiscal years to cover the
obligation of the County under the rental agreement .
Your Committee on Finance is aware that the contract with Hawaiian
Telephone Company will be for a period of 36 months and will involve
the rental of the following equipment:
1 Key System Unit
6 C.O. Lines
8 Station Lines
5 Delphi Telsets
Your committee is further aware that this contractual agreement will
result in a $32 monthly decrease from the current charge of $153 .

Your Committee on Finance heard testimony regarding the need for
entering into the contractual agreement with Hawaiian Telephone
Company. This agreement is the initial step in accommodating the
relocation of the various agencies within the County Building and
will cut down the installation cost which would have taken place for
the Clerical Services Center 's move to a new location .
It was further explained that buying the equipment would cost
$2,843. 36 , whereas the cost of rental is only $134 more for all the
charges that is expected in the County system. At present, it would
be more advantageous for the County to rent the equipment .
The administration was asked to review the entire structure of the
telephone system of the County to see if any improvements can be
made to the system in the future .

Pursuant to Section 10-11 of the County Charter , any lease, contract
or other obligation requiring payment of funds for appropriation of
a later fiscal year or more than one fiscal year shall be made or
approved by resolution .
Your Committee on Finance concurs with the intent of Resolution
No. 375-87 and recommends its adoption .
