HomeMy WebLinkAboutREP FC 425 11/23/1987 1984-1988 411 REPORT OF THE COMMITTEE ON FINANCE Date: November 23 , 1987 Re: Comm. 1315 Place: Councilroom Time: 10 :00 a.m. Chairman and Members Hawaii County Council Hilo, Hawaii 96720 Your Committee on Finance, to which was referred Bill 433 , reports as follows: Bill 433 proposes to amend Ordinance 87-58 , the Operating Budget for Fiscal Year 1987-88 , by increasing revenues in Parking Meter Fund Account No . 3609.10 , Fund Balance from Previous Year , by $74 ,200 and appropriating same to the following accounts: Account No . Function & Activity Amount 040-283-5283. 31-115 Hilo Parking Lot Dev $64 , 200 040-283-5283 .06-480 Parking Meter - Misc Equip 10 ,000 Total $74, 200 At the October 26 , 1987 meeting, your committee waived the need to refer Bill 433 to the Finance Committee and directed that it be referred to the full Council with no recommendation since it did not meet the public notice requirement to be placed on the agenda ., Since your committee did not have the opportunity to fully consider this request for funds , your committee asked that the matter be returned to committee after its passage on first reading. Your Committee on Finance was informed that bids were recently opened for the construction of a parking lot next to the Hilo Armory . The low bid plus 10 percent contingency reserve brings the total cost of the project to $183 ,458 . Your committee is also aware of the fact that there is only $119 ,357 available for the project and there is a need for an additional 464 , 200 . Further , your committee has been informed that there is a need for $10 ,000 to purchase parking meters for the parking lot . FC REPORT NO. 425 ADOPTED : DEC 2 1''::7 111 FC-425 Page 2 November 23 , 1987 Your Committee on Finance, at its November 9th meeting, learned during testimony that the reason for the construction of the parking lot is because it is part of the Downtown Hilo Development Plan . Information provided at that meeting were as follows : 1 . The size of the lot is about 18 ,000 square feet . 2. On July 29 , 1987 , a consultant made a cost estimate of the job; the low bid which was opened on October 8 , 1987 , was about 17 percent higher . 3 . There were a total of five bids submitted . 4. The awarding of the contract must be done within a 60-day period. 5 . The passage of the bill would cover the shortfall of funds for the project . 6 . Two lots will actually be improved - one is mauka of the Hilo Armory bounded by Shipman and Keawe Streets and Wailuku Drive and below the Armory where the caretaker 's cottage once stood . 7 . County employees using the parking stalls will be subject to the same conditions as others using them. 8 . There are no special problems of difficulty expected to be faced in the paving of the lot . 9 . The cost breakdown amounts to about $4 per square foot . 10 . There will be an additional 55 parking stalls . 11 . In regard to the question of higher costs for government projects versus the private, the Chief Engineer cited several factors including the need for additional paperwork , higher wage scale as mandated in the Bacon-Davis Act, record keeping, the need for certified tables , rules and regulations, the need for certified materials , quality materials among other things . He further indicated that these restrictions are required in order that contractors perform well and these restrictions are all according to the law and must be adhered to . Also, the surface of the lot is irregular and the sloping nature of the terrain does add to the cost factor . 12 . The Mainstreet people from the mainland did not veto the idea about additional parking but they instead concluded that the parking problem in the Downtown area was not as severe as perceived by the general public . Your committee, after deliberation and review, referred Bill 433 to the Council for approval on second and final reading . However , the Council , at its November 18th meeting, referred the bill back to the Finance Committee for further review. Your Committee on Finance heard testimony today advocating the need for constructing the parking lot . A memo which outlined two alternate plans for increasing parking spaces in Downtown Hilo was explained . It was pointed out that these were not adequate alternatives to the proposed Armory parking lot . r 111 1111 FC-425 Page 3 November 23 , 1987 It was further noted that there is a need for additional parking as part of the overall scheme to revitalize the Downtown area and the proposed site meets the requirements . It is aesthetically as well as practically desirable . Some committee members felt that the need did not justify the cost of the project and that there were other projects which needed attention at this time . It was also pointed out that in the future, projects should be "site specific" in order to avoid confusion and delay. Your Committee on Finance is in accord with the intent and purpose of Bill 433 and recommends that it pass second and final reading .
