Your Committee on Finance , to which was referred Resolution
No . 361-87 , reports as follows:
The purpose of Resolution No . 361-87 is to amend the Salary
Ordinance as follows:
Section 8 .12 . POLICE DEPARTMENT
1 . Reallocate one position of Senior Clerk-Stenographer
SR-11 to Clerical Supervisor SR-12 .
2 . Transfer from Section 8 .12 (a ) , Division of Dog Pound,
one position of Dog Warden I SR-7 and reallocate to
Stores Clerk SR-7 .
Your Committee on Finance was apprised that the reasons for the
reallocation of one position of Senior Clerk-Stenographer SR-11 to
Clerical Supervisor SR-12 are as follows:
1 . Clerical needs in the Kona District have increased with a
wide range of clerical duties required such as records ,
fiscal , personnel , record and statistical keeping . .
2 . A supervisor is needed to assure the- proper distribution of
the workload .
3 . The Kona District lacks sufficient administrative staff to
insure quality and efficiency .
4 . The number of sworn officers have increased without a
commensurate rise in the support staff .
The Supervisor will have overall supervision of the following Kona
District clerical personnel:
2 clerk-stenographers
1 clerk-typist
1 clerk-typist (requested in 87-88 budget )
1 storekeeper (requested reallocation from dog warden )
temporary clerks from Alu Like and labor training programs
Your committee heard testimony clarifying the role of the Council in
regards to civil service positions . The Director of Personnel
testified that only the Director can classify civil service positions
and that the Council gets the information but has no authority 'to
approve . The Council does authorize funding during the budget
process and as such , authorizes the number of employees .

Your committee has been further informed of a request to transfer one
position of a Dog Warden I SR-7 and reallocate to Stores Clerk SR-7
for the following reasons:
1 . The Kona District will be provided with an employee who
could control , order and issue supplies .
2 . The reallocation will relieve other clerical personnel from
doing these duties and resume their regular duties .
3 . It will increase the efficiency and result in cost savings
for the Kona District Station .
Your committee was informed by the Finance Director that the
positions of Dog Warden and Stores Clerk are both rated at SR-7 and ,
therefore, there is no change in funding involved . He further
informed the committee that funds have been allocated to the West
Hawaii Humane Society to provide for a Dog Warden . Therefore, there
will be no disruption of service in West Hawaii .
The Chief of Police has certified that sufficient funds are available
and the Director of Finance has certified to the accuracy of the
information and the availability of funds .
Pursuant to Section 3-14 , Hawaii County Charter , interim amendments to
the Pay Plan may be made by resolution .
Your Committee on Finance concurs with the intent of Resolution
No . 361-87 and recommends its adopt
