1 . Reallocate one position of Clerk SR-8 to Senior Clerk

1 . Add two positions of Sanitary Landfill Supervisor I
WF-10 .
2. Reallocate one position of Sanitary Landfill Supervisor
WF-10 to Sanitary Landfill Supervisor II FII-l0 .
Your Committee on Finance has been informed of the need to reallocate
the Clerk SR-8 position to Senior Clerk SR-10 : As new ordinances and
regulations are adopted in regard to grading, flood control , etc . , a
greater volume of work results because of the need to process and
administer new permits . This results in the need for additional
personnel. The additional tasks were previously handled by engineers
and drafting technicians but their workload has also increased .
Your committee was further informed that the assignment of these
tasks at a higher level is not; possible because of the higher current
workload combined with the two engineering vacancies . Also , the
technical knowledge required in dealing with various permits
precludes an untrained person or one who is not familiar with the
requirements of the job from doing it .
In regards to the positions of Sanitary Landfill Supervisor , your
committee is aware of the need for daily, continued supervision at
the landfills in order to comply with the health regulations of the
State . It is also aware of the increasing demands upon the system
and the need for full-time . supervision of landfill operations .

Your committee has been informed that the two new supervisory
positions are needed at the Kona and Hilo landfill sites in order to
provide close daily supervision in order to comply with the health
regulations of the State . The only other personnel available to do
the task are an engineer (SR-26 ) and an engineering aide (SR-15 ) but
using them would mean a large amount of time would be lost from their
regular duties . Resorting to contractual workers would not be
satisfactory as the supervisor is needed on a continued basis .
The reallocation of Sanitary Landfill Supervisor WF-10 to Sanitary
Landfill Supervisor II FII-10 will improve the solid waste
supervisory staff . The present practice of using road maintenance
overseers on a part-time basis is inadequate to maintain a level of
service commensurate with the amount of waste received . With the
growing demands upon the system, the present setup is not operating
efficiently. Contractual services would also be inadequate because
of the demands of the job .
The new duties of the Sanitary Landfill Supervisor II FII-10 are as
follows:
a . Supervision of all County hauling operations 20%
b . Solid waste equipment operations and management 20%
c. Supervision of County landfills (Hilo & Kona ) 30%
d . Supervision of all County compaction operations 20 %
Your committee heard testimony about allocating the supervisory
positions in the landfill operations section. Kona and Hilo each
will also have a working supervisor . There is a need for an overall
supervisor in order to address the problem of accountability .
The committee was also informed that there was a long-standing need
for an overall supervisor and was included in the Public Works '
5-year plan but has never been approved in the past .
Your committee was further informed that there will be no need for
additional funding and the pay for the supervisor 's position will be
retroactive .
Your committee was also made aware that the processing of the
supervisor 's position took an unusual length of time due to
departmental priorities and personnel shortages .
The Chief Engineer of the Department of Public Works has certified
that sufficient funds are available and the Director of Finance has
certified to the accuracy of the information and the availability of
the funds .
Pursuant to Section 3-14 , Hawaii County Charter , interim amendments to
the Pay Plan may be made by resolution .

No 359-87 and recommends its adoption .
