Your Committee on Finance , to which was referred Bill 408 , reports
as follows:
Bill 408 proposes to amend Ordinance 87-58 , the Operating Budget for
Fiscal Year 1987-88 , by increasing revenues in the General Fund
Account No . 3609 .10 , Fund Balance From Previous Year , by $36 ,000 and
appropriating same to the following accounts:

Mayor Dante Carpenter has informed your committee that the
unappropriated General Fund fund balance amounted to $110 ,150 .06 and
he has submitted Bills 406 , 407 and 408 authorizing appropriations
of $110 ,150 .00 .
Bill 408 proposes to authorize $24 ,000 for the conversion of police
overtime and $12 ,000 for the continuance of the media relations
advisor .
Your committee , in previous meetings , received communication and
dialogue from the Director of Personnel that police officers must be
compensated for the accumulated overtime . Your committee also
received strong testimony in support of clearing the overtime
obligations from representatives of the State of Hawaii Organization
of Police Officers (SHOPO) , Chief of Police and Police Commission .
Your committee agrees that the overtime obligations need to be
cleared , however , it does not concur with the proposals of the
administration . Short funding for collective bargaining adjustments
has forced your committee to be careful in recommending the use of
the Contingency Account .

In a separate action , your committee has recommended that
Resolution 347 , requesting the transfer of $246 , 181 out of the
Contingency Account and into the Police Overtime Conversion account,
be filed . Being as we are in the first quarter of the 1987-88
fiscal year , alternate resources are available to cover the overtime
obligations . Besides the use of the fund balance , the department
savings from hiring delays are available .
Your committee heard testimony from the Big Island Press Club , the
Police Commission and Chief of Police in support of the Mayor 's
proposal to reinstate funds for a media relations advisor .
Your committee is not in accord with the Mayor 's proposal to
reinstate funds for the media relations advisor and has amended
Bill 408 by redirecting the $12 ,000 to the Police Overtime
Conversion account , resulting in the full $36 ,000 being designated
for police overtime conversion .
Your Committee on Finance is in accord with the intent and purpose
of Bill 408 , Draft 2 , and recommends that it pass first reading .
