Your Committee on Finance , to which was referred Bill 407 , reports
as follows:
Bill 407 proposes to amend Ordinance 87-58 , the Operating Budget for
Fiscal Year 1987-88 , by increasing revenues in the General Fund
Account No . 3609 .10 , Fund Balance From Previous Year , by $8 ,000 and
appropriating same to Account No . 010-201-5215 .10-449 , Hawaii Island
Humane Society Motor Vehicle .
At the close of the fiscal year ending June 30 , 1987 , there was an
unappropriated General Fund Fund Balance of $110 ,150 .06 .
The budget for fiscal year 1987-88 projected a General Fund Fund
Balance of $3 ,827 ,761 . The actual fund balanceamounted to
$3 ,937 ,911 .06 which is $110 ,150 .06 over the projected amount.
Prior to the closing of the 1986-87 fiscal year , the Hawaii Island
Humane Society took money-saving steps in order to have sufficient
funds for the purchase of a truck . These steps included a full-time
slot was not filled until May 1987 . Additional savings were
affected by reducing fuel expenses , animal feed accounts and
training/conference accounts .
The $8 ,000 savings which resulted lapsed on June 30 , 1987 because
there was not sufficient time left in the fiscal year to encumber
the funds .
It is intended that the funds saved ($8 ,000 ) will be used to
purchase a vehicle to replace the old one which is high on mileage
and is on extensive down time for maintenance .
Your Committee on Finance is aware of the fact that the Mayor has
indicated that funds are available and he recommends that $8 ,000 be
used to purchase a truck for the Hawaii Island Humane Society .
