Your Committee on Finance , to which was referred Bill 406 , reports
as follows:
Bill 406 proposes to amend Ordinance 87-58 , the Operating Budget for
Fiscal Year 1987-88 , by increasing revenues in the General Fund
Account No . 3609 .10 , Fund Balance from Previous Year , by $66 ,150 and
appropriating same to the following:

Your committee has been informed b.y Mayor Carpenter that the
unappropriated fund balance of the General Fund amounted to
$110 ,150 .06 . Mayor Carpenter has also submitted Bills 406 , 407 and
408 authorizing appropriations for $110 ,150 .00 .
Your committee is aware of the $164 , 130 .90 in additional expenses
incurred by the Fire Department for the Puako and Waikoloa fires .
However , your committee is of the belief that the department should
utilize its existing resources before coming to the Council for
additional appropriations .
Your committee has been waiting for the disclosure of unappropriated
funds before addressing the accumulated overtime obligations of the
Police Department . Your committee expressed its concern that these
funds were inadequately budgeted for despite full knowledge of the
outstanding obligations .
Your committee received testimony from representatives of the State
of Hawaii Organization of Police Officers (SHOPO ) , Chief of Police
and Police Commission in support of the need to clear the
outstanding debt . Your committee is in agreement that the members
of SHOPO should be compensated for their overtime work .

Your committee is not in accord with the Mayor 's proposal and has
amended Bill 406 by redirecting the $66 , 150 .00 to the Police
Overtime Conversion account .
Your Committee on Finance is in accord with the intent and purpose
of Bill 406 , Draft 2 , and recommends that it pass first reading .
