Your Committee on Finance, to which was referred Resolution
No. 341-87 , reports as follows:
The purpose of Resolution No . 341-87 is to transfer and appropriate -
$34 ,007 .42 as follows:

The above funds are to be expended by the Fire Department in the
following manner :
1 . To pay for the cost of renting bulldozers to cut fire lines
for the Waikoloa and Puako brush fires in July. The billings
amounted to $30 ,573 .42 .
2 . A total of $3 ,434 in overtime was incurred by the Volunteer
Fire operations . The appropriation for this operation was
not enough to meet the expenditures .
The department has absorbed another $130 , 123 .48 in overtime and
other expenditures relating to the July fires . This does not
include the costs incurred in August .
Your committee expressed its concern as to the use of the
Contingency Account . The Council established the $1 .5 million
Contingency Account to address anticipated revenue shortfalls in
1988-89 . Some members felt that monies should not come out of the
contingency account as requested.
In the discussion regarding the use of the fund balance the Director
of Finance stated that while the exact figures are still
forthcoming, most of the fund balance has been incorporated into the
1987-88 Operating Budget .
Another alternative suggested was to use funds from other

The Finance Director explained that the major portion of the cost
involves paying for the rental of bulldozers . He further explained
that the County tries to pay its financial obligations within
30 days , whenever possible .
The Fire Chief expressed concern that contractors from the private
sector are generally very cooperative about leasing equipment on
short notice . He, therefore, feels that the County should pay for
their services with all due speed .
Because of the high cost of leasing bulldozers during emergencies , a
committee member suggested looking into the possibility of
purchasing one or more D-9s to be used for landfill operations when
not used for emergencies. The Managing Director responded that the
administration is looking into this possibility.
In response to the above, the Fire Chief explained that the normal
procedure during an emergency is to check with the Department of
Public Works first for the availability of equipment before going to
the private sector .
Pursuant to Section 10-9 of the County Charter , the Council, by
resolution, may transfer part or all of any unencumbered
appropriation balance from one agency to another .
Your Committee on Finance recommends approval of Resolution 341-87
with the proviso that other sources of funding besides the
Contingency Fund be seriously looked ' nto .
