Your Committee on Finance , to which was referred Communication
'No . 1188 reports as follows:
The purpose of Communication No . 1188 is to delineate the cost items
contained in the agreement between the State of Hawaii , City and
CountyHonolulu ,
of the Counties of Hawaii , Maui and Kauai and the
State of Hawaii Organization of Police Officers (SHOPO) .
The estimated cost increase for the negotiated collective bargaining
agreement with Unit 12 and Unit 12 Excluded are as follows:

Adding the Unit 12 and Unit 12 Excluded cost items to the previously
approved contracts for Units 1, 2 , 3 , 4 , 11 and 13 , the total
increase for the negotiated cost items for the two-year period are
as follows:

Negotiated wage increases for Unit 12 and Unit 12 Excluded will
become effective on the following dates: July 1 , 1987 ; January 1 ,
1988 ; July 1 , 1988; and January 1 , 1989 . The amounts and/or
percentages of increases have various conditions attached and are
reflected in the detailed agreement . There are also increased
fringe benefit costs .
Other cost items negotiated for Unit 12 are as follows (applicable
cost items are also extended to excluded employees ) :

( 1 ) Meals (dinner rate increased from $4 to $6 effective July 1 ,
1987 ) .
(2) Intra-state travel allowance (per diem rate increased from $45
to $50 effective July 1 , 1987 and $55 effective July 1 , 1988 ) .
( 3) Out-of-state travel allowance (per diem rate increased from
$90 to $100 effective July 1 , 1987 and $110 effective July 1 ,
1988) .
(4) Health Fund (maintains contribution rate of 60-40 ) .
( 5 ) Night shift differential (rate increased from 300 to 35¢ per
hour effective July 1 , 1987 ) .
( 6 ) Car allowance (monthly rate increased $10 on July 1 , 1987 and
$10 on July 1 , 1988 ) .
(7) Weapons maintenance allowance (allowance increased from $240
to S360 per year effective July 1 , 1987 ) .
(See Attachments A & B for estimated cost increases . )
Pursuant to Section 89-10 (b ) , HRS, " . . .all cost items shall be
subject to appropriations by the appropriate legislative
bodies . . .The State legislature or the legislative bodies of the
counties acting in concert, as the case may be, may approve or
reject the cost items submitted to them as a whole . If the State
legislature or the legislative body of any county rejects any of the
cost items submitted to them, all cost items submitted shall be
returned to the parties for further bargaining. "
Your Committee on Finance concurs with the negotiated cost increases
and recommends approval .
