RESOLUTION NO. 267 1/
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO SUPPORT THE
5TH ANNUAL HAWAII ISLAND ALL NATIONS POWWOW.
WHEREAS,the Big Island Resource Conservation and Development Council is a local
501(c)(3) nonprofit organization whose vision is to conserve, enhance, and promote the
economic, cultural, and natural environment of Hawai`i; and
WHEREAS, a powwow is a celebration and educational event that fosters an
understanding and connection through the sharing of Native American music, singing, dance,
and storytelling in a family-oriented community gathering; and
WHEREAS, the Big Island Resource Conservation and Development Council will assist
with coordinating the 5th Annual Hawai`i Island All Nations Powwow, which is an alcohol- and
drug-free event open to the public that will be held on September 16-17, 2017, in Keaukaha; and
WHEREAS,the Big Island Resource Conservation and Development Council is
requesting funds for expenses related to lodging for musicians and dancers and for the rental of a
sound system for the event; and
WHEREAS,the Department of Liquor Control supports organizations and community
events that promote drug-free and alcohol-free activities that are open to the public; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 4 will be appropriated to the Department of
Liquor Control to provide a grant to the Big Island Resource Conservation and Development
Council for the 5th Annual Hawai`i Island All Nations Powwow.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
