RESOLUTION NO. 268 17
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE FRIENDS OF
HOKULE`A AND HAWAI`ILOA FOR THE "MAHALO, HAWAII SAIL"
EDUCATIONAL OUTREACH IN WEST HAWAII.
WHEREAS, members of the Polynesian Voyaging Society sailed Hokulea, a double-
hulled canoe, around the world on a historic three-year voyage called the Malama Honua
Worldwide Voyage; and
WHEREAS, to thank the community for their support, crew members are sailing
Hokule`a and Hikianalia on a six-month tour called "Mahalo, Hawai`i Sail," which is an
educational outreach initiative to nearly 80 communities throughout the Hawaiian Islands; and
WHEREAS, crew members of the Hokulea and Hikianalia will visit Hawai`i Island from
September 29 to October 27, 2017, which will include ports along the West Hawai`i coast; and
WHEREAS, The Friends of Hokule`a and Hawai`iloa is a 501(c)(3) nonprofit
organization whose mission is to teach and perpetuate the Hawaiian traditions of building,
restoring, and caring for canoes; and
WHEREAS, during the "Mahalo, Hawai`i Sail," The Friends of Hokule`a and
Hawai`iloa will be working with the crew members of Hokulea and Hikianalia to coordinate
outreach and educational events for schools and communities, which will include service
projects, crew presentations, and canoe tours; and
WHEREAS, The Friends of Hokule`a and Hawai`iloa is requesting funds to purchase
materials, supplies, food, and drinks for the "Mahalo, Hawai`i Sail" outreach events in West
Hawai`i; and
WHEREAS, the Department of Parks and Recreation supports this educational outreach
as it falls within its Culture and Education program to promote, perpetuate, and encourage
activities and programs in culture, art, history, and humanities; and
WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event, activity,
service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 6 will be appropriated to the Department of
Parks and Recreation to provide a grant to The Friends of Hokule`a and Hawai`iloa to coordinate
events during the"Mahalo, Hawai`i Sail" educational outreach in West Hawai`i.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director
of Finance is hereby authorized to make the necessary transfers in accordance with the terms of
this resolution.
