RESOLUTION NO. 273 17
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO KUIKAHI
MEDIATION CENTER FOR ITS PUNA HOMEOWNERS ASSOCIATION TRAINING
AND MENTORING PROGRAM.
WHEREAS, Ku'ikahi Mediation Center is a 501(c)(3) nonprofit organization that offers
mediation, facilitation, and training to strengthen individuals and groups to resolve conflicts and
community issues; and
WHEREAS, Ku'ikahi Mediation Center's Puna Homeowners Association Training and
Mentoring Program provides needed facilitation skills to mitigate current and future conflicts and
improve the performance and effectiveness of the associations; and
WHEREAS,the objective of this program is to eliminate highly contentious meetings
and reduce the high turnover rates of volunteers serving on association boards; and
WHEREAS, Ku'ikahi Mediation Center will provide ten months of training for selected
homeowner associations in Puna; and
WHEREAS, Ku'ikahi Mediation Center is requesting funds to hire facilitators to attend
homeowner association meetings to analyze the performance of the board members and provide
guidance; and
WHEREAS, the Puna Homeowners Association Training and Mentoring Program falls
within the Department of Research and Development's mission to facilitate leadership and
education to communities; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 5 will be appropriated to the Department of
Research and Development to provide a grant to Ku'ikahi Mediation Center for its Puna
Homeowners Association Training and Mentoring Program.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
