Your Committee on Finance , to which was referred Bill 387 , reports
as follows:
The purpose of Bill 387 is to amend Ordinance No . 482 , as amended,
relating to General Obligation Bonds by including the public
improvements authorized by Ordinance 86-64 , as amended ; the Capital
Budget Ordinance for the fiscal year ending June 30 , 1987 and the
public improvements authorized by Ordinance 87-59 , as amended; the
Capital Budget Ordinance for the fiscal year ending June 30 , 1988
for allotments from the proceeds of the bond sale .
Ordinance 482, adopted on October 17 , 1979 , has also been amended by
the following ordinances :
Ordinance 511 adopted December 19 , 1979
Ordinance 550 adopted March 5 , 1980
Ordinance 562 adopted April 30 , 1980
Ordinance 631 adopted September 29 , 1980
Ordinance 830 adopted November 17, 1982
Ordinance 900 adopted June 22, 1983
Ordinance 84-26 adopted June 13 , 1984
Ordinance 84-49 adopted August 22, 1984.
This amendment will allow the Department of Public Works to proceed
with the funding of the Hilo Ocean Outfall Extension. Your
committee is aware of the urgency in completing this project .
Although the primary intent is to fund the Hilo Ocean Outfall
Extension project , other projects incorporated in Ordinances 86-64 ,
as amended, and 87-59 , as amended, will also qualify for allotments .

Your Committee on Finance is in accord with the intent and purpose
of Bill 387 and recommends that it pass first reading.
