Your Committee on Finance , to which was referred Bill 376 , reports
as follows:
Bill 376 proposes to amend Ordinance 86-63 , the Operating Budget for
Fiscal Year 1986-87 , by increasing the revenues within the Housing
Fund to accommodate the appropriation for the Kealakehe Housing Plan
by $200 ,000 . The Housing Fund Revenue Account , Transfer from
General Fund (Account No . 3609 .11 ) is being increased by $200 ,000
and appropriated to the County Housing Revolving Account for the
Kealakehe Housing Plan (Account No . 150-461-5461 .01-115 ) .
Your Committee on Finance is not in accord with the intent and
purpose of Bill 376 for the following reasons :
1 . Resolution 311-87 satisfactorily addresses the County 's
commitment to the Kealakehe Housing issue .
2. Bill 376 is untimely because it proposes to amend the
current year 's operating budget which would require two
readings by the Council and there is hardly enough time
left in the fiscal year to accommodate the appropriation
and encumbrance .
Accordingly, your Committee on Finance re ommends that Bill 376 be
received and filed .
