Re: Resolution for multi-year lease
Enclosed is a resolution authorizing the payment of funds for more than one fiscal year,
for a new multi-year lease agreement for a multi-function copy machine for the Finance
Department. This copier will be used by the Department's Drivers Licensing office in
Hilo, with an estimated monthly cost of approximately $151.

A. REQUEST:
The Vehicle Registration & Licensing Division is requesting a resolution authorizing the payment of funds in
a later year and for more than one fiscal year for a multi-year lease to purchase one (1) multi-function copier.
The lease would be for a term of five (5) years. The copier will be assigned to the Hilo Driver Licensing
Office located at 349 Kapiolani Street, Hilo, HI 96720. The estimated lease cost is $151.00 per month
($1,812.00 annually) for a sixty (60) month term.
Payments will commence after delivery of equipment.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The lease for the current copier will expire in September, 2017. The copier is approximately 5 years old and
is not performing well. Error messages appear each time the machine is powered on and documents will get
stuck in the top feeder. The parts required to fix those issues are very costly.

Pursuant to Section 2(g) of Rule 4 of the Rules of Procedure of the Council of the County of
Hawaii,this written request is submitted with my approval that the above-referenced matter be
waived from the Committee on Finance to the full Council for immediate action. In reviewing
this matter, timely approval is crucial. It is therefore advantageous that approval is granted and
the matter be placed onto the next Council agenda for review. However, in the event this request
is denied, for whatever reason, I understand the matter shall be referred to the Committee on
Finance for placement on its future agenda.
