REQUEST FOR COUNCIL ACTION
DEPARTMENT: POLICE DATE: 4-17-2017
STAFF CONTACT: Lieutenant James Gusman PHONE: 961-2345
A. REQUEST:
To enter into a multi-year agreement for five (5) years with Taser International for X2 Conducted Electrical
Weapons to replace X26 Conducted Electrical Weapons.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The Police Department would like to obtain a 5 year lease for new Taser conducted electrical weapons
(CEWs) and associated equipment (TasercamHD, Blackhawk holster, Taser cartridges) to be issued as
replacements to the X26 Taser currently issued to officers throughout the county. The replacement of the
X26 Tasers needed as the x26 is no longer being produced and are obsolete for our purposes. The lease
agreement would allow Hawaii Police Department to purchase the required amount of CEWs to outfit the
remaining officer with the new equipment all at once. In purchasing the new CEWs all at once it provides the
benefit of locking in the price of the new devices and allows the department to take advantage of a buyback
program which ends in 2017 which would result in an approximately $17,500 savings. The new CEWs will
enhance officer and community safety by providing our officers with an updated and reliable tool.
The total purchase price would be S385,344.49
