Re: Resolution for multi-year agreement
Enclosed is a resolution authorizing the Mayor to enter into a multi-year Housing
Assistance Payment Contract with the UHC 00525 Hilo Limited Partnership. The
County's Office of Housing and Community Development entered into a 5-year Housing
Assistance Payment Contract with UHC 00525 Hilo Limited Partnership, owners of E
Komo Mai. They were selected for the Section 8 Project-Based Voucher Program as
offered through a Public Notice dated February 12, 19 and 29, 2012. The 5-year contract
is ending on October 31, 2017 and the Partnership has submitted a written request for a
new 5-year agreement to continue to provide rental assistance for up to 11 eligible
participants.

A. REQUEST:
On November 1, 2012, the County of Hawai'i entered into a 5-year Housing Assistance Payment Contract
(Agreement) with UHC 00525 Hilo LP owners of E Komo Mai, selected for the Section 8 Project-Based
Voucher Program (PBV Program) as offered through a Public Notice dated February 12, 19, and 26, 2012.
The 5-year contract is ending on October 31, 2017. The Partnership has submitted a written request for a
new 5-year Agreeement to provide rental assistance for up to 11 eligible participants. The new Agreement
would be effective Novemer 1, 2017.
The Office of Housing and Community Development (OHCD) requests Finance Committee and County
Council actions authorizing the Mayor to enter into a multi-year Agreement with UHC 00525 Hilo LP owners
of E Komo Mai.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
The purpose of the PBV Program is to encourage property owners to make available rental housing units to
low-income families that are not within the current housing fair market rents. The OHCD will attach an
Agreement to existing structures.
The OHCD, through the Request for Proposal process selected the Project for eleven (11) project based
vouchers.
