Your Committee on Planning, to which was referred Communication No. 406, reports as
follows:
Communication No. 406, transmitted by Mayor Harry Kim, dated August 16, 2017, nominates
Mr. John L. Hetherington of Council District 8 to the Hawai`i County Kailua Village Design
Commission.
Deputy Managing Director Barbara Kossow introduced Mr. Hetherington who appeared via
videoconference from the Kona Office for this nomination. Mr. Hetherington said that he
appreciates the special purpose of the design commission and wants to educate people into the
local community as to what the needs and wants are.
Chair Eoff commented that Mr. Hetherington's background will bring a keen sense of aesthetics,
and Council Member Dru Kanuha commented on his appreciation of the value that
Mr. Hetherington will bring to the table.
The vote was then taken with all Council Members voting"aye." Chair Eoff stated that
Mr. Hetherington does not need to appear at the Council meeting on September 20, 2017, for
confirmation of his appointment.
Pursuant to Article 7, Division 1, Section 25-7-2 of the Hawai`i County Code, the Kailua Village
Design Commission shall consist of nine members, and shall be appointed by the Mayor and
approved by the Council.
Your Committee on Planning is in accord with the purpose and intent of Communication
No. 406, and recommends confirmation of the appointment of John L. Hetherington to the
Hawai`i County Kailua Village Design Commission.
