A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE COVO
FOUNDATION TO SUPPORT THE 2017 FILIPINO-AMERICAN HERITAGE MONTH
CELEBRATION AND BARRIO FIESTSA.
WHEREAS, the Congress of Visayan Organizations Foundation (COVO) is a 501(c)(3)
nonprofit organization whose mission is to organize and unify the Visayan organizations in
Hawai`i to perpetuate the Visayan language and cultural traditions, and to assist in the
educational, social, and economic advancement of all Visayan in the larger Hawai`i community;
and
WHEREAS, in 2009, the 111th Congress passed House Resolution 780 to officially
recognize October as Filipino-American History Month, which provides an opportunity for all
people in the United States to appreciate and learn more about Filipino-Americans, their culture,
and their historic contributions to the Nation; and
WHEREAS, the 2017 Filipino-American Heritage Month(FARM) Celebration and
Barrio Fiesta is scheduled for the month of October at the University of Hawai`i, Hilo campus;
and
WHEREAS, the COVO Foundation is requesting funds for food and supplies for the
Barrio Fiesta; and
WHEREAS, the Department of Liquor Control supports alcohol and drug free events
that promote healthy lifestyles; and
ASpursuant to Section 2-139 a 2 A of the Hawai`i CountyCode,

Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 4 will be appropriated to the Department of
Liquor Control to provide a grant to the COVO Foundation to support the Filipino-American
Heritage Month Celebration and Barrio Fiesta.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
