RESOLUTION NO. 314 17
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL FOR EXPENSES
RELATING TO THE 42' ANNUAL WAIMEA PANIOLO PARADE AND
HO`OLAULE`A.
WHEREAS, the 42nd Annual Waimea Paniolo Parade and Ho`olaule`a is part of the
Hawai`i Island Festival, 30 Days of Aloha, formerly known as the Aloha Festivals; and
WHEREAS, the Annual Waimea Paniolo Parade and Ho`olaule`a is a celebration of
paniolo culture that fosters a true sense of community, tradition, and pride, with this year's
celebration honoring the Malama Honua Worldwide Voyage, which was made by the double-
hulled canoe "Hokule`a"; and
WHEREAS, this annual event has been attended by thousands of Hawai`i Island residents
and visitors and has increased economic tourism for Hawai`i Island by promoting Waimea town as
a tourist destination; and
WHEREAS, the Big Island Resource Conservation and Development Council (BIRCDC)
is a 501(c)(3) nonprofit organization that supports the economic, cultural, and natural environment
of Hawai`i Island through sponsorship of festivals, programs, and special events unique to this
island; and
WHEREAS, BIRCDC organized the parade and ho`olaule`a held on September 16, 2017,
and is requesting funds as a reimbursement for park rental fees, sound equipment rental fees, and
clean up measures, including fire extinguishers, and other related expenses; and
WHEREAS, the Department of Parks and Recreation supports this educational outreach
as it falls within its mission to promote, perpetuate and encourage activities and programs in
culture, art, history and the humanities; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event, activity,
service, equipment, materials, or supplies for which the grant shall be used; now,therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 9 will be appropriated to the Department of Parks
and Recreation to provide a grant to the Big Island Resource Conservation and Development
Council to assist with the expenses related to the 42nd Annual Waimea Paniolo Parade and
Ho`olaule`a.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Parks and Recreation and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
