RESOLUTION NO. .322 17 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAII COUNTY ECONOMIC OPPORTUNITY COUNCIL FOR THE PURCHASE OF CITRIC ACID TO CONTROL COQUI FROGS IN COUNCIL DISTRICT 7. WHEREAS, residents in Council District 7 are challenged by the noise and nuisance of coqui frogs, which are negatively affecting Hawai`i Island's economy, environment, and quality of life; and WHEREAS, the Hawai`i County Economic Opportunity Council (HCEOC) is a 501(c)(3)nonprofit organization that has been helping to provide citric acid to the public at a reasonable cost; and WHEREAS, HCEOC is requesting additional funds to purchase more citric acid to assist the West Hawai`i residents in Council District 7 with controlling coqui frogs in their neighborhoods; and WHEREAS, one of the objectives of the Department of Research and Development is to support research or extension projects on invasive species, such as the coqui frog; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that Contingency Relief funds from Council District 7 will be appropriated to the Department of Research and Development to provide a grant to HCEOC for the purchase of citric acid to control coqui frogs in Council District 7. BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby transfers/appropriates the following amount as set forth below:
