RESOLUTION NO. .322 17
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE HAWAII
COUNTY ECONOMIC OPPORTUNITY COUNCIL FOR THE PURCHASE OF CITRIC
ACID TO CONTROL COQUI FROGS IN COUNCIL DISTRICT 7.
WHEREAS, residents in Council District 7 are challenged by the noise and nuisance of
coqui frogs, which are negatively affecting Hawai`i Island's economy, environment, and quality
of life; and
WHEREAS, the Hawai`i County Economic Opportunity Council (HCEOC) is a
501(c)(3)nonprofit organization that has been helping to provide citric acid to the public at a
reasonable cost; and
WHEREAS, HCEOC is requesting additional funds to purchase more citric acid to assist
the West Hawai`i residents in Council District 7 with controlling coqui frogs in their
neighborhoods; and
WHEREAS, one of the objectives of the Department of Research and Development is to
support research or extension projects on invasive species, such as the coqui frog; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 7 will be appropriated to the Department of
Research and Development to provide a grant to HCEOC for the purchase of citric acid to
control coqui frogs in Council District 7.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
