RESOLUTION NO. 328 17
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL FOR THE SAKADA
DAY CELEBRATION 2017.
WHEREAS, the Big Island Resource Conservation and Development Council
(BIRCDC) is a 501 (c)(3) nonprofit organization that supports the economic, cultural, and
natural environment of Hawai`i Island through sponsorship of festivals,programs, and special
events unique to this island; and
WHEREAS, on April 9, 2009,the Honorable Governor David Ige signed into law
HB604 dedicating December 20th as Sakada Day, providing a long-awaited formal recognition of
this very important part of the Filipino community; and
WHEREAS, the third annual Sakada Day Celebration will be hosted by Pahala town on
December 17, 2017, to honor, showcase, and commemorate the legacy of 125,000 sugar and
pineapple plantation workers (sakadas)recruited from the Philippines between 1906-1946 by the
Hawai`i Sugar Planters Association; and
WHEREAS, BIRCDC is requesting funds for food, refreshments, materials,and supplies
for activities, demonstrations, and workshop for the Sakada Day Celebration 2017 on December
17, 2017; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 6 will be appropriated to the Department of
Research and Development to provide a grant to the Big Island Resource Conservation and
Development Council to assist with the Sakada Day Celebration 2017.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Research and Development and Director of Finance, and that the
Director of Finance is hereby authorized to make the necessary transfers in accordance with the
terms of this resolution.
