RESOLUTION NO. 327 17
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL FOR EXPENSES
RELATING TO THE 2017 HAWAII ISLAND VETERANS DAY PARADE.
WHEREAS, the Big Island Resource Conservation and Development Council
(BIRCDC) is a 501(c)(3) nonprofit organization whose mission is to assist the people of Hawai`i
Island in achieving sustainable development while caring for and appreciating their natural
environment, as well as ensuring broadened economic opportunities, enriched communities, and
better lives; and
WHEREAS, BIRCDC is working in partnership with the Hawai`i Island Veterans Day
Parade Committee to coordinate the 2017 Hawai`i Island Veterans Day Parade, which will be
held in Hilo on November 4, 2017; and
WHEREAS, this annual parade celebrates those who have served our country, those who
are still serving, and those who have sacrificed for our nation's freedom; and
WHEREAS, BIRCDC is requesting funding assistance to help cover expenses related to
the parade, including but not limited to, portable toilets,tents, permits, insurance, special-duty
police officers,public address system, and other miscellaneous supplies; and
WHEREAS, the Office of the Prosecuting Attorney supports public programs that
educate and inform the public and promote safe and healthy community activities; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 1 will be appropriated to the Office of the
Prosecuting Attorney to provide a grant to BIRCDC for expenses relating to the 2017 Hawai`i
Island Veterans Day Parade in Hilo.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Prosecuting Attorney and Director of Finance, and that the Director of Finance
is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
