RESOLUTION NO. 339 17
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO ASSIST WITH
EXPENSES RELATED TO THE 2017 HAWAII ISLAND VETERANS DAY PARADE.
WHEREAS, the Big Island Resource Conservation and Development Council
(BIRCDC) is a 501 (c)(3) nonprofit organization that supports the economic, cultural, and
natural environment of Hawai`i Island through sponsorship of festivals, prorams, and special
events unique to this island; and
WHEREAS, in honor of all Big Island Veterans the BIRCDC is collaborating with
Hawaii Island Veterans Day Parade organizers to host the 2017 Veterans Day Parade in Hilo on
November 4, 2017; and
WHEREAS, BIRCDC is requesting funding assistance to help defray expenses to host
the 2017 Veterans Day Parade including, but not limited to, special duty police officers,
insurance, permits, tents and portable toilets; and
WHEREAS,the Department of Liquor Control supports organizations that provide
alcohol-free and drug-free events for the community; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 4 will be appropriated to the Department of
Liquor Control to provide a grant to the Big Island Resource Conservation and Development
Council to assist with expenses related to the 2017 Veterans Day Parade.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
