Re: Agreement with University of Hawaii
Enclosed is a resolution to enter into an agreement with the Office of Research Services,
University of Hawai`i to provide $12,000 to fund their Organic Treatment for Little Fire
Ants proposal. This proposal is to investigate organic options that meet the Organic
Materials Review Institute's requirements for use of products by certified organic
farmers.

A. REQUEST:
Resolution authorizing County (via R & D) to enter into agreement with Office of Research Services,
University of Hawaii, to provide funding for its Organic Treatment for Little Fire Ants proposal.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Pursuant to Hawaii Revised Statutes § 46-7, the County may enter into agreements with "any public body"
with the consent of Council. R & D is requesting that Council approve a resolution authorizing R & D to enter
into an agreement with Office of Research Services, University of Hawaii, a public body, for the purposes of
funding its research into Organic Treatment for Little Fire Ants, pursuant to HCC 2-139(3)(c).
The little fire ant (Wasmannia auropunctata) is a destructive pest ant affecting residents,
agriculture, and the environment on the island of Hawaii. As this pest spreads, more and more
people are affected. Certified organic farmers and residents who wish to use organic control for
this species have no viable control options because current control methods rely on pesticides
and baits laced with only non-organic insecticides.
This research proposal is for$12,000 and will investigate organic options that meet OMRI ( Organic Materials
Review Institute) requirements for use of products by certified organic farmers. These solutions
will also be available for use by residents and businesses that prefer to use organic methods to
manage pest ants such as the little fire ant (LFA).
The term of the contract will end on December 31, 2018. Funds are from 2017-8 Fiscal Year Budget
