Re: Agreement with University of Hawaii
Enclosed is a resolution to enter into an agreement with the Office of Research Services,
University of Hawai`i to provide $5,000 to fund their Tea Variety Release for Hawai`i
2017-2018 proposal. This proposal is to publicize the release of a new tea variety to
growers through a field day and a Tea 101 basic workshop to cover tea propagation,
cultivation, harvesting, processing and marketing.

A. REQUEST:
Resolution authorizing County (via R & D) to enter into agreement with Office of Research Services,
University of Hawaii, to provide funding for its Tea Variety Release for Hawaii 2017-2018 proposal.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
Pursuant to Hawaii Revised Statutes § 46-7, the County may enter into agreements with "any public body"
with the consent of Council. R & D is requesting that Council approve a resolution authorizing R & D to enter
into an agreement with Office of Research Services, University of Hawaii, a public body, for the purposes of
funding its extension outreach program, Tea Variety Release for Hawaii 2017-2018 proposal, pursuant to
HCC 2-139(3)(c).
The College of Tropical Agriculture and Human Resources CTAHR Universityof Hawaii, aims to build a
9 P 9 (CTAHR),
sustainable tea industry by providing research and outreach on tea production, processing, and marketing.
CTAHR envisions an industry with the potential to meet or surpass the Hawaii coffee industry and that would
add to the diversity, stability, and economic well-being of faremers, their families and their communities.
This outreach proposal is for$5,000 and will be used to publicize the release of a new tea variety to growers
through a field day and a Tea 101 basicworkshop to cover tea propagation, cultivation, haravesting,
processing and marketing.
The term of the contract will end on December 31, 2018. Funds are from 2017-8 Fiscal Year Budget
