Enclosed is a bill for an ordinance to add the project titled"Microwave System Replacement" and to appropriate $3,000,000 to the Capital Budget for this project. REQUEST: Request CIP Funds to replace the County's microwave system at 19 radio sites located around the island. Estimated cost of new system is $3,000,000. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The curent microwave system is used to provide connectivity between the radio sites and the dispatch centers located in Hilo. The microwave equipment was purchased and installed in 2004 to 2005 and the manufacturer has notified the county that the equipment is approaching it's end of life, meaning that the manufacturer will not provide replacement parts after 12/31/2020. We need to begin the process to replace the system and ideally would complete the project by 12/31/19 to avoid any outages caused by equipment failure due to lack of parts. This equipment is critical to the operation of the county's public safety radio system. A microwave outage could disrupt public safety communications over the entire island, putting the public and our first responders in danger. PROJECT/PROGRAM DESCRIPTION:Replacement of existing microwave communications system that supports public safety and local government radio systems and IT systems. 11. PROJECT JUSTIFICATION&OUTCOME(S)(List all that apply): The current County Microwave System requires replacement due to the equipment approaching its end of life. The equipment manufacturer will stop selling replacement parts for this system on December 31,2020. The microwave system is a vital component of the public safety and local government,radio system,its failure would cause a catastrophic impact on police,fire and local government communications 12. This project provides for the basic and fundamental public safety functions and responsibilities of local government and the safety and effectiveness of all public safety and local government response organizations by providing and supporting an effective radio communications 13. IMPACT ON OPERATIONAL BUDGET:Given that the FCC mandate prohibits the manufacture and sale of non-compliant equipment,the purchase of replacement inventory is not possible thereby translating to significant maintenance costs of sustaining the system. The current system configuration may also limit the purchasing opportunities for equipment resulting in higher costs. 16.
