The Office of Housing and Community Development (OHCD) is requesting approval to terminate by mutual agreement,the existing contract indicated above, to be replaced with a twenty year, multi-year contract with HUD. This contract is needed in order to receive funds from HUD to adjust the approved (by HUD) monthly contract rate to $700. The implementation date of this contract is scheduled to commence on November 1, 2017. In order to meet this deadline, the OHCD requests that a breach be authorized to submit this resolution after the September 29, 2017 submission deadline, and to waive it from the Finance Committee in order to be placed on the October 18, 2017 Council agenda. REQUEST: On August 20, 1979, the Hawaii County Housing Agency on behalf of the County of Hawai'i entered into a 40-year Housing Assistance Payment Contract (Contract) with the US Department of Housing and Urban Development (HUD) for the Kulaimano Elderly Housing Project (KEHP). The Contract provides for federal monthly rental assistance on behalf eligible individual selected for tenancy at KEHP. The Office of Housing and Community Development (OHCD) is requesting approval to terminate by mutual agreement the existing Contract and enter into a new 20-year Contract with an effective date of November 1, 2017. The new Contract is required to adjust the HUD approved monthly contract to $ 700.00. • The OHCD requests for Finance Committee and County Council actions authorizing the Mayor to enter into a multi-year Contract with HUD. B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): The purpose of the new Contract is provide housing assistance payments to the owner in accordance with the provisions of the Contract. Such payments shall be made for the Contract units occupied by eligible tenants who are leasing decent, safe and sanitary units from the owner in accordance with HUD regulations and other requirements. In reviewing this matter, timely approval is crucial. It is therefore advantageous that approval is granted and the matter be placed onto the next Council agenda for review. However, in the event this request is denied, for whatever reason, I understand the matter shall be referred to the Committee on Finance for placement on its future agenda.
