Your Committee on Finance,to which was referred Bill No. 68, reports as follows:
Bill No. 68,transmitted by Finance Director Collins Tomei,via Communication No. 471 dated
September 15, 2017, amends Ordinance No. 17-39, as amended,the Operating Budget for the County
of Hawaii for the Fiscal Year ending June 30, 2018.
This bill decreases revenues in the Transfer from General Fund account(-$50,772); and increases the
Office of Management Salaries and Wages account by the same amount. This transfers funding for the
Special Program Coordinator from the Office of Housing and Community Development to the Office
of Management.
Deanna Sako, Director of Finance,was asked and responded that this is the new position
created in the current fiscal year's budget. It had been created under Housing but Ms. Sako
moved it to the Mayor's office, stating that the Mayor was for this position being under him
since,when dealing with the community, it has more weight while working with the homeless
issue.

Pursuant to Section 10-6(e) of the Hawai`i County Charter, "any time during the fiscal year,the
council,by ordinance adopted by the affirmative vote of at least two-thirds of the entire membership,
may amend the budget for that year."
Your Committee on Finance is in accord with the purpose and intent of Bill No. 68, and recommends
its passage on first reading.
