The Secretary's Minutes of the Executive Committee of Mazch l2, 1999 were approved and placed on file (Attached for information). The Treasurer report for the month of February 1999 was approved and placed on file (Attached for information). Under NACo and WIR Reports, it was noted that the bids for the WIR 2001 Conference on the Big Island and the NACo 2005 Conference on Oahu aze still under consideration. It is hoped that the final decision on these bids will made at either the WIR Conference or the NACo Annual Conference. Under Unfinished Business, counties were requested to appoint one of its members to serve as an officer of HSAC for the term commencing July 1, 1999. These appointees recommended the following proposed slate of HSAC officers for FY 1999-2000: President Rene Mansho (City & County) Vice President Al Smith (Hawai`i County) Secretary Dennis Nakamura (Maui County) Treasurer Ronald Kouchi (Kauai County) It is requested that Hawaii County approve the proposed slate of HSAC officers for FY 1999-2000. (Action Requested). Under New Business, counties were reminded that each county should appoint one at least one of its members to serve on a NACo Steering Committee. HSAC subsidizes the airfaze of one member per county. Appointments aze no[ automatic. Current serving on NACo Steering Committees aze Curtis Tyler (Environment, Energy & Land Use Steering Committee) and Al Smith (Public Lands Steering Committee). (Action Requested). EXECUTIVE COMMITTEE MEETING MINUTES The minutes of the January 20, 1999, meeting of the HSAC Executive Committee were approved. III. TREASURER'S REPORTS A. December 1998 and January 1999 The Treasurers' Reports for the months of December 1998, and January 1999, were approved. IV. REPORTS A. County Reports No County reports were received. C. NACo Reports Treasurer Kouchi provided the members with an update of the Association's bid to host the NACo Annual Conference on Oahu in 2005. Certain details need to be worked out in order for the conference to be held in Honolulu. At the present time, room rates for certain hotels that are in close proximity to the Convention Center have been deemed too high by NACo's standards. NACo prefers to have room rates that are priced between $125-$150 per room. In addition, concerns involving the Convention Center's exhibition facility and the availability of adequate shipping services have been expressed by NACo. Discussions with NACo and the applicable entities continue. V. UNFINISHED BUSINESS A. Supporting Collaborative Partnerships Between the College of Tropical Agriculture and Human Resources (CTAHR) and the Counties The purpose of this item is to approve a policy of support for the establishment of collaborative partnerships between College of Tropical Agriculture and Human Resources and the counties. See City and County of Honolulu Council Resolution 98-292. The Executive Committee approved the proposal. F. Discussion of 1999 HSAC Legislative Package The purpose of this item is to approve proposals for the 1999 HSAC Legislative Package. 1. Previously Discussed Proposals a. Support For Liability Relief For County Skateboard Parks Pending action by Honolulu and Kauai, this item was deferred until the next legislative session. 1 HSAC Executive Comi ee Minutes of the March 12, 1999, meeting Page 3 b. Support for A Proposal Relating To Condominium Property Regimes Pending action by Kauai, this item was deferred. c. Support for Allocation of Cable Television Franchise Fees to the Counties. See City and County of Honolulu Resolution 98-341 Pending action by Hawaii and Kauai, this item was deferred until the next legislative session. d. Support for Vote-By-Mail Elections Pending action by Hawaii, Kauai and Honolulu, this item was deferred until the next legislative session. e. Support for a Community Lands and Open Space Acquisition Fund Pending action by Hawaii and Kauai, this item was deferred until the next legislative session. f. Support for Tax Credit For Water Conservation Pending action by Hawaii and Honolulu, this item was deferred until the next legislative session. g. Support for Public Land Liability Immunity The proposal was approved by all four counties. Accordingly, the bill has been included in the 1999 HSAC Legislative Package. The Committee discussed the version it would support and noted that House Bill 160 would be used primarily as the vehicle for HSAC to employ to note its position on the matter. The provisions included in the original draft, submitted by the City and County of Honolulu and transmitted to the Counties for consideration, would be included in HSAC's future testimony. h. Support for the Imposition of an Administrative Fee to be Paid to the Counties Whenever a Citation Has Been Issued HSAC Executive Co iittee Minutes of the March 12, 1999, meeting Page 4 Bill submitted by the Council and County of Honolulu was referred to the counties for their approval. Pending action by all four counties, this item was deferred. i. Support for the Revocation of the Decriminalization of Certain Traffic Violations Bill submitted by the Council and County of Honolulu was referred to the counties for their approval. Pending action by all four counties, this item was deferred. VI. NEW BUSINESS A. Conference Rotation Schedule The Executive Committee discussed the possibility of establishing a revised schedule. Vice President Smith proposed that Hawaii and Honolulu host the Mid-Year conferences in the odd-numbered years. The rationale behind the proposal is based on the fact that the legislative bodies of both counties take office in early December, a time that's usually reserved for the conference. The Maui County Council and the Kauai County Council take office in January and may be in a better position to take on the task of hosting the conference. The County of Maui and the City and County of Honolulu would host the Year-End conferences in the even-numbered years to balance the schedule. B. HSAC Year-End Conference, June 24-25, 1999 The Executive Committee approved the County of Hawaii's request for an advanced payment to allow it to open its Year- End conference account. C. Proposed HSAC budget for Fiscal Year 1999-2000 The Executive Committee voted to refer the proposed budget to the counties for consideration. VII. COMMUNICATIONS No communications were received. ANNOUNCEMENTS City and County of Honolulu Staffmember Sekine noted that he would be checking with President Mansho and the counties to determine the date of the next Executive Committee meeting. IX.
