Your Committee on Planning, to which was referred Communication No. 519, reports as
follows:
Communication No. 519, transmitted by Mayor Harry Kim, dated September 29, 2017,
nominates Mr. Jay Furfaro to the Hawaii County Board of Appeals.
Mr. Furfaro is a former Council Member of the Kaua`i County Council where he served as Chair
and Vice Chair. He also served as the Kauai Mayor's Administrator for Boards and
Commissions. Mr. Furfaro has recently become a resident of the Big Island, and states that he is
a registered Democrat. If confirmed, he will serve a vacant term ending December 31, 2021.
Ms. Rose Bautista, Executive Assistant to Mayor Kim, introduced Mr. Furfaro who appeared in
the Hilo Chambers for this nomination.
Several Council Members commented in favor of Mr. Furfaro. The vote was then taken with
eight Council Members voting"aye." Chair Eoff stated that Mr. Furfaro did not need to appear
at the Council meeting on November 2, 2017, for confirmation of his appointment.
Pursuant to Section 6-9.2 of the Hawai`i County Charter, members of the Board of Appeals shall
be appointed by the Mayor and confirmed by the Council.
Your Committee on Planning is in accord with the purpose and intent of Communication
No. 519, and recommends confirmation of the appointment of Jay Furfaro to the Hawaii County
Board of Appeals.
