Your Committee on Planning, to which was referred Bill No. 69, reports as follows:
Bill No. 69, transmitted by Mayor Harry Kim, via Communication No. 481, dated September 19,
2017, amends Ordinance No. 03-108, which reclassified lands from Single-Family Residential—
10,000 Square Feet (RS-10)to Industrial-Commercial Mixed—20,000 Square Feet (MCX-20) at
Waiakea, South Hilo, Hawai`i, covered by Tax Map Key: 2-2-050:014 (Applicant: Kawili
Development, LLC) (Area: 22,500 Square Feet).
Mayor Kim forwarded the Windward Planning Commission's favorable recommendation for this
amendment, which would allow a time extension to comply with Conditions B and C. The
project is located at the corner of the intersection of East Kawili Street and Hinano Street and
provides for an approximately 11,600 square foot building or office/retail spaces to be occupied
by the Veterans Administration.
Chair Eoff requested a motion to verbally correct a typographical error in Section 1 of this
measure. The incorrect reference to Ordinance No. 03-109 was verbally amended to reflect
Ordinance No. 03-108. All Council Members present voted in favor.
Planning Consultant Sidney Fuke, representing the applicant, gave a brief overview of the
project, and stated that the applicant was currently out of the State. Mr. Fuke said that this
property was situated on a one-half acre piece of property purchased in 2012. He then stated that
ninety percent of the building was constructed when he became aware of the need to apply for a
time extension when applying for an amendment to accommodate the needs of the Veterans
Administration. He further stated that the projected completion date for this project is mid-2018.
Several Council Members commented with support. The vote was taken on the motion to
approve and passed with eight "ayes."

Your Committee on Planning is in accord with the purpose and intent of Bill No. 69, as verbally
amended to Draft 2, and recommends its passage on first reading.
