Comments:
My name is Dante Carpenter, former Hawai'i County resident who has held
elected positions as a Hawai'i County Councilman,
Hawai'i State Senator, Hawaii County Mayor, and also as Trustee, Office of
Hawaiian Affairs. I am presently employed as a
Consultant and am also a Director of Pacific Waste, Inc:
While Bill 13, Draft 3, certainly was offered with good intentions to curb a
growing problem contributing to negative environmental
impacts, with particular emphasis on ocean debris, Polystyrene food
containers Is not the problem!
Polystyrene has been approved by the Food& Drug Administration (FDA) as
safe for human use for over 50 years!
Recently, Mr. Wayne Hamada, Energy Recovery Administrator for
Honolulu's HPOWER Resource Recovery System,
recently stated that they have not experienced any problems with
converting polystyrene to electrical power!
Mr. Gregg Fraser, Executive Director of the Hawai'i Restaurant Association's
letter printed in the Honolulu Star-Advertiser on

It is logical and points to the realities of increasing costs, inconvenience,
impracticality, and in itself offers no simple solution to the
debris problem(s)!
Simply put, the problem is inadequate litter control. Therefore, i
recommend reconsideration, i.e., File Bill 13, Draft 3.
