Your Committee on Public Works and Parks and Recreation,to which was referred
Communication No. 488, reports as follows:
Communication No. 488, transmitted by Mayor Harry Kim, dated September 25, 2017, appoints
Roxcie L. Waltjen as the Director of Parks and Recreation for the County of Hawaii, pursuant to
Article VI, Section 6-3.2 of the Hawaii County Charter.
Mr. Wilfred Okabe, Managing Director to Mayor Kim, introduced Ms. Waltjen to the Council. He
expressed his strong support for Ms. Waltjen and her ability to manage the County's second largest
department with 453 employees. Mayor Kim appeared before the Council from the Hilo Chambers
and spoke highly of Ms. Waltjen and her willingness to manage numerous department projects around
the island. Ms. Waltjen has been with the County's Department of Parks and Recreation for the past
29 years. She has previously served as the department's Culture &Education Administrator.
Several Council Members commented in favor of Ms. Waltjen's nomination. Chair Ruggles informed
Ms. Waltjen that she does not need to appear at the Council meeting on November 2, 2017, for
confirmation of her appointment.
Ms. Waltjen will serve a term co-terminus with Mayor Kim's tenure, which will end on
December 7, 2020.
Your Committee on Public Works and Parks and Recreation is in accord with the purpose and intent of
Communication No. 488, and recommends confirmation of the appointment of Roxcie L. Waltjen, as
Director of Parks and Recreation.
