Dear Chair Poindexter,Vice-Chair Eoff and Members of the Council,
I am writing on behalf of Beach Environmental Awareness Campaign Hawaii (B.E.A.C.H) in
support of Bill 13 Draft 3 which will prohibits food vendors from providing food in polystyrene
foam containers beginning 1st July,2019.
Although B.E.A.C.H. supports draft 3,we preferred the language in draft 2 which enacts the ban
a year earlier on 1st July,2018. Also the new language in draft 3 exempting polystyrene
containers for eggs is unnecessary as cardboard egg cartons are perfectly fine and are abundantly
available therefore polystyrene foam egg containers are not needed at all. Also the exemptions
for meat and fish are unnecessary. Before the use of polystyrene,meat and fish were wrapped in
butcher's paper and there is no reason that this could not be done again. There is no need to wait
for"compostable" alternatives for meat,fish and eggs as stated in draft 3 section 20.
Maui County recently passed a bill that bans both the use and the sale of polystyrene foam
containers. It would be really good if the Hawaii County bill would ban the sale of empty
polystyrene foam containers similarly to Maui County. Because if people can still buy empty
polystyrene foam containers in bulk at supermarkets and places like Costco and use them for
events and gatherings where food is given away without a charge,polystyrene foam will still be
found in the environment.
I hope you will pass a strong bill that bans the use and sale of disposable polystyrene food and
drink service containers. Thank you.
