Support for Bill 13 — Relating to Reduction of Polystyrene Foam "Styrofoam" Food Containers
and Food Service Ware
Chair Poindexter, Vice Chair Eoff, and Members of the Council,
Aloha. The Conservation Council for Hawai'i supports Bill 13, which reduces polystyrene foam food
containers on Hawai'i Island.
• Foam is made upof over 90% air, makingit lightweight. Even when properly disposed of, it commonly

blows out of trash cans and into storm drains and the ocean.
• Foam is made of petroleum and lasts for hundreds of years in the environment, polluting the land and
ocean.
• Foam is commonly mistaken for food by animals, including protected and endangered animals, which
makes animals sick and can lead to death.
• No foam is recycled locally.
• Hawaii's State Department of Transportation produced a trash plan showing that foam and plastic bags
are the top two contributors to our waste stream, costing the State millions of dollars to cleanup.
Polystyrene foam is toxic, and it is everywhere. It does not break down and threatens marine and other
wildlife. It is ugly and mars the landscape, and it takes up precious space in our landfills. There are
healthy and safe alternatives to polystyrene foam food containers. There is no reason to keep using foam.
