Your Committee on Economic Development to which was referred
Communication No . 2 submitting the Mayor 's cabinet appointee of
Mr . Alan S. Konishi as the Director of the Department of Research
and Development , reports as follows:
Pursuant to Chapter 5 , Section 5-5 .2 of the Hawaii County Charter ,
the County Council is required to confirm the appointment of the
Director of the Department of Research and Development .
Mr . Konishi has an extensive background with small business
administration, serving as a past Executive Vice President of the
Retail Merchants of Hawaii and more recently as Director of
Government Affairs with the Chamber of Commerce of Hawaii . He also
has an extensive background with the Hawaii State Legislature
serving in various capacities with the State Senate .
Mr . Konishi holds a B. A. degree in Journalism from the University
of Hawaii and a Juris Doctor from the University of San Francisco .
Mr . Konishi outlined the long term goal, of the Department of
Research and Development is to assist in the development of
sustainable and satisfying economic opportunity for the residents of
Hawaii County. The most critical short term priority is to preserve
the ability of many residents to participate in future economic
opportunity. He feels that Hawaii County possesses the greatest
promise for economic development velopment within the state. The availability
of land and potential energy sources affords the County a degree of
selectivity in its economic future . It is the responsibility of the
Department of Research and Development to facilitate the evaluation
and actualization process and at the same time , preserve the present
economic opportunity. A top priority of the department will be to
improve the business climate of Hawaii County .

In support of Mr . Konishi ' s appointment, a letter was submitted by
Mr . Robert Robinson, President of the Chamber of Commerce of Hawaii ,
and oral testimony was presented by Mr . Richard West and
Mr . Norman Lewis .
Your Committee on Economic Develpment recommends the appointment of
Mr . Alan Konishi as Director of the Department of Research and
Development to the full Council for final consideration .
