Communication No. 191, Personal Service Contracts reports as follows:
Municipal Reference Center Program
Communication 191 is a letter from Committee on Economic Development
Chairwoman Lorraine Jitchaku, informing Mayor Dante K. Carpenter
that she has requested the Council to include in the FY 85-86 budget
ordinance a restriction prohibiting the Department of Research and
Development from renewing its personal service contracts until such
time as the Council reviews specific program requirements and
approves the contract renewals. It further requested that the
Director and Deputy Director of Research and Development be present
at this meeting of the Committee on Economic Development to assist
with the program review.
At its regularly scheduled meeting on June 5 , 1985 the Hawaii County
Council passed the FY 85-86 budget ordinance which included the
following restriction on the renewal of contracts in the Department
of Research and Development:
"Section 13. RESEARCH AND DEVELOPMENT. No contractual positions
shall be renewed until program descriptions have been submitted
and approved by Council . "
Your Committee has reviewed the Municipal Reference Center program
of the Department of Research and Development to identify areas of
concern and to provide recommendation on program approval and
renewal of the personal service contract requested by the Department
to implement this program in FY 85-86.
The Director of the Department of Research and Development appeared
before your Committee to request renewal of the contract for one (1 )
resource materials specialist to implement this program in
FY 85-86 . The functions of the municipal reference center program
include development and maintenance of the County 's computerized
catalogue system, maintenance of U. S. Bureau of Census statistical
materials, provision of resource materials and statistical data upon
request (reference service) , and other functions related to resource
materials collection and dissemination.

Your Committee recognizes that a significant amount of work and
expertise has been applied since 1980 in cataloging the County 's
resource materials and in developing and implementing the
computerized catalogue system. Your Committee also recognizes the
importance of maintaining the data resources locally for use by
county government and the general public. It sees the value in the
materials research and data retrieval service to respond to specific
needs for information.
While thus recognizing the municipal reference center as a valuable
County government resource , your Committee is concerned that this
resource is not being utilized to its potential by either the County
or the general public. Your Committee believes that the Department
should review the utilization of the municipal reference center and
take corrective action to increase its utilization. It should
consider relocating the center to the main County building.
Your Committee recommends the approval of the FY 85-86 municipal
reference center program and recommends that the Department of
Research and Development submit a progress report on the FY 85-86
Municipal Reference Center program to the County Council by
December 31, 1985. This report should include any redirection of
program goals and objectives, evaluation of the effectiveness of
program activities in achieving the goals and objectives and in
increasing utilization of the center, and total program cost. If
the Department proposes to continue this program in FY, 86-87, the
report should include justification for program continuation, any
redirection of goals and objectives, proposed activites and
schedule, method of program evaluation, an expenditure plan
reflecting staff requirements and total program cost, and a
discussion of long term needs for such a County program.
Your Committee further recommends renewal of the contract for one
(1 ) resource materials specialist at $1,500 per month for the period
July 1, 1985 through June 30, 1986.
