Your Committee on Economic Development to which was referred
/Communication No. 191, Personal Service Contracts reports as follows :
Film IndustrY Program ram Promotion
Communication 191 is a letter from Committee on Economic Development
Chairwoman Lorraine Jitchaku, informing Mayor Dante K. Carpenter that
she has requested the Council to include in the FY 85-86 budget
ordinance a restriction prohibiting the Department of Research and
Development from renewing its personal service contracts until such time
as the Council reviews specific program requirements and approves the
contract renewals . It further requested that the Director and Deputy
Director of Research and Development be present at this meeting of the
Committee on Economic Development to assist with the program review.
At its regularly scheduled meeting on June 5 , 1985 the Hawaii County
Council passed the FY 85-86 budget ordinance which included the
following restriction on the renewal of contracts in the Department of
Research and Development:
"Section 13. RESEARCH AND DEVELOPMENT. No contractual positions
shall be renewed until program descriptions have been submitted
and approved by Council . "
Your Committee has reviewed the Film Industry Promotion program of the
Department of Research and Development to identify areas of concern and
to provide recommendation on program approval and renewal of the
personal service contract requested by the Department to implement this
program in FY 85-86.
The Director of the Department of Research and Development appeared
before your Committee to request renewal of the contract for one (1 )
Film and Related Media Development Special Assistant to implement this
program in FY 85-86 . The functions of the film industry promotion
program include the marketing of Hawaii Island as a filming location,
the facilitation of film permitting and production activities , and the
maintenance of location, support services, and production services
information.

As this is a new program, your Committee has as yet no basis for
evaluating its performance. However , your Committee does believe that
the attraction of filming activity to the island is good. Filming
activity does bring direct economic benefits , and provides "free"
publicity for the island.
The current Film and Related Media Development special assistant has
graciously agreed to perform his services under a one dollar ($1 .00) per
year contract. However, your Committee is concerned that the work of
the tourism coordinators is not being, in part, duplicated by this
program. Any duplications should be eliminated. Program areas which
are similar should be identified, and reviewed to avoid duplication.
The Department should also consider setting up a film advisory committee
to assist in this program.
Your Committee recommends approval of the film industry promotion
program for FY 85-86, and recommends that the Department of Research and
Development submit a progress report on the FY 85-86 Film Industry
Promotion program to the County Council by December 31 , 1985. This
report should include any redirection of program goals and objectives,
evaluation of the effectiveness of program activities in achieving the
goals and objectives, and total program cost. If the Department
proposes to continue this program in FY 86-87 , the report should include
justification for program continuation, any redirection of goals and
objectives, proposed activities and schedule, method of program
evaluation, expenditure plan reflecting staffing requirements and total
program cost, and a discussion of long term needs for such a County
program.
Your Committee further recommends renewal of the contract for one (1 )
Film and Related Media Special Assistant at $1 .00 per year for the
period July 1, 1985 through June 30, 1986
