Your Committe on Economic Development upon reviewing the Department
of Research and Development 's "Tourism Development Program" , reports
as follows:
At its meeting of June 5 , 1985, the Hawaii County Council passed
FY 85-86 budget ordinance which included the following restriction
on the renewal of contracts in the Department of Research and
Development:
"Section 13. RESEARCH AND DEVELOPMENT. No contractual
postions shall be renewed until program descriptions have
been submitted and approved by the Council . "
Interim program descriptions were submitted and your Committee at
its meeting of June 10, 1985 recommended approval of FY 85-86
tourism promotion program for a three month period through
September 30, 1985 . Your Committee further recommended the renewal
of contracts for one (1 ) tourism coordinator travel writers program
at $1500 per month from July 1, 1985 through September 30, 1985 and
one (1 ) tourism coordinator travel agents program at $1425 per month
from July 1, 1985 through September 30, 1985 .
Your Committee has held several meetings and is in receipt of a
number of communications regarding the Tourism Promotion Program.
Communication No. 305 outlines the redirections of the Tourism
Development Program.
The Travel Agents Program has been incorporated into the Tourism
Development Program. Its goal is to provide marketing support to
the Big Island 's visitor industry and to encourage the growth of the
visitor traffic to the Big Island.
The Travel Writer ' s Assistant Program has been expanded to the
Economic Development Media Program. This program will develop and
promote the image of the Big Island for the visitor industry as well
as for business in general . Assistance to travel writers will
continue through this program.

The Department of Research and Development has submitted two
contracts for the two programs . The short term contract for the
tourism coordinators runs from October 1, 1985 through October 31,
1985 . The purpose of the short term contracts are to allow a grace
period for review by the Civil Service Commission. The regular
contracts for the tourism coordinators run from November 1 , 1985
through June 30, 1986.
Your Committee recognizes the importance of the visitor industry to
the island 's economy, and believes the County should participate
with industry representatives in tourism promotion. Your Committee
also recognizes the importance of enticing new businesses and
industries to relocate to the island in an attempt to further expand
the county 's economic base . These programs within the Department of
Research and Development would assist in tourism promotion and
attract , economic development for Hawaii County.
Your Committee recommends approval of the FY 85-86 Tourism
Development Program from October 1, 1985 through June 30 , 1986 .
Your Committee further recommends renewal of short term and regular
contracts for one (1) Tourism Coordinator at $1500 per month and one
(1 ) Tourism Coordinator at $1425 per month.
