Your Committee on Economic Development to which was referred
'Communication No. 499 submitting the mayor 's appointee ,
Mr . Dennis M. Yamamoto as Director of the Department of Research and
Development , reports as follows .
Pursuant to Article V, Chapter 5 , Section 5-5 . 2 of the Hawaii County
the
Charter , the County Council is requiredto confirm appointment
of the Director of the Department of Research and Development .
Mr . Yamamoto is an active business leader and computer specialist ,
heading his own computer consulting and sales firm. He is also
active in community affairs and has spent time with Legislative
lobbying activities on behalf of the Big Island Business Council .
He presently serves as vice president of the Big Island Business
Council and is a director of the Hawaii Island Chamber of Commerce
and Industry of Hawaii .
Mr . Yamamoto holds a bachelor 's degree and a doctor of optometry
degree from Pacific University. He also received post-graduate
education at Pacific University and University of Southern
California 's Washington Public Affairs center in Washington, D. C.

The Managing Director represented the administration in introducing
Mr . Dennis M. Yamamoto to the Committee . He stated that the
Director 's vacancy had existed since January. He further stated
that the administration had hoped to find an administrator with a
broad background and experience in business and government affairs
and recognized these qualities were met in selecting Mr . Yamamoto as
Director of Research and Development.
Mr . Dennis M. Yamamoto then presented some broad thoughts of his on
the role of the Research and Development Department as he perceived
them to be . He feels that efforts of Research and Development are
intangible with no instant results , but rather an effort to
facilitate economic development as opposed to implementing it . The
Director should be creative and resourceful in seeking out methods
to stimulate economic development by serving as a small business
incubator . In this effort, there must be seeking of inter-dependent
resources and a self-help factor to be successful .

Mr . Yamamoto responded to several individual questions posed by
various members of the Committee .
Your Committee on Economic Development recommends the appointment of
Mr . Dennis Yamamoto as Director of Research and Development to the
full Council for final consideration .
