Your Committee on Economic Development to which was referred
'Resolution No. 326-87 , reports as follows:
The purpose of this resolution is to endorse the recommendations
made by the State Department of Transportation to upgrade the
facilities at Keahole Airport and urge its immediate implementation .
Your Committee is in agreement with the recently completed update of
the Keahole Airport Master Plan conducted by R. M. Towill
Corporation which supports the need to proceed with improvements to
the airport facility . The airports Division of the State Department
of Transportation along with the advice from a Technical Advisory
Committee has recommended a plan for airport improvements . The
recommended improvements include a single 11 ,000-foot runway to
provide unrestricted aircraft weight capabilities for expected
overseas aircrafts; increasing the terminal area from 95 ,000 square
feet to 300 ,000 square feet to accommodate new or expanded
interisland and overseas terminals; expansion of the aircargo
facilities; a new general aviation area; a heliport, expansion of
the public and employee parking areas; expansion of the ground
transportation facilities; and improvements to the vehicular
circulation network . It is further recommended that these
improvements be phased in by priority to acccommodate arrival
projections as predicted by present and proposed resort destinations
in West Hawaii .
Testimony by Representative Virginia Isbell regarding her concerns
of extending the present runway was read into the record. She
supports construction of a new parallel runway rather than the
extension of the present runway. However , a new parallel runway
would increase the cost to $15 .6 million .
Your Committee concurs with Resolution No. 326-87 and recommends its
adoption .
