Your Committee on Economic Development, to which was referred
Resolution No . 374-87 , reports as follows:
The purpose of Resolution No . 374-87 is to urge the Governor of the
State of Hawaii to institute a study by an independent consultant to
determine the feasibility of relocating the Institute for Astronomy
to Hilo .
The excellent conditions atop Mauna Kea make it one of the best sites
for astronomical observation in the world . The availability of
support services on the Island of Hawaii has also contributed to
Mauna Kea 's attractiveness as a major international site . As such ,
the idea of relocating to Hilo the University 's Institute for
Astronomy, which manages the Mauna Kea Science Reserve , has been
completed over the years . To date, no assessment has been made to
determine the feasibility of such a move. Resolution 374-87 seeks
such a review.
Council Chairman Yamashiro questioned Dr . Donald Hall , Director for
the Institute for Astronomy , as to what impact the relocation of the
Institute would have on the Institute as a whole . Dr . Hall stated
that at this time it does not appear to be feasible to relocate the
Institute for Astronomy to Hilo . He believes that the graduate
programs and facilities available at the University of Hawaii at
Dr .. Hall foresees
Manoa greatly enhance and support the Institute .
difficulty in recruiting researchers to the Institute if it were
removed from the Manoa campus .
Mr . Buddy Soares , Director of University Relations at the University
of Hawaii at Hilo , conveyed Chancellor Edward Kormondy 's support for
a study to assess the feasibility of relocating the Institute for
Astronomy to Hilo .

Your Committee on Economic Development concurs with the intent and
purpose of Resolution No. 374-87 and recommends its adoption by the
County Council .
