Chairman and Members Hawaii County Council Hilo , Hawaii 96720 Your Committee on Planning, to which was referred Bill No . 689 , regarding the rezoning request of Elliot Megdal and Associates , Kailua-Kona, Hawaii , TMK: 7-5-04 : 11, reports rp as follows : Bill No . 689 amends Section 25-89, Article . 3, Chapter 25 of the Hawaii County Code, by changing the district classification of 2 .70 acres of land from Resort-Hotel (V-1 . 25 ) to General Commercial (CG-20 ) . The subject property is located makai of Longs Drug Store in the Lanihau Center in Kailua Village . The applicant plans to construct a two-story shopping center of approximately 38 ,109 square feet . An off-street parking area for 236 cars will be provided along with appropriate landscaping. Access to the property will be via Kopiko Street , which intersects with Palani Road . In reference to the proposed project, the Department of Public Works stated, "Traffic Impact report results conclude that the leftturn movement out of Kopiko at Palani is currently at level of service or capacity with very long delays . In addition, the proposed change of zone development will add traffic to the same intersection . Department of Public Works recommends that the change of zone request be deferred until intersection improvements at Kopiko and Palani are provided by the County . The signalization, though, is not on the County 6-year C. I .P. list ." The State Land Use district classification of the property is Urban . The General Plan designates the property for High Density Urban Development . Such a General Plan designation may allow for General Commercial uses . Water and other essential utilities are readily available to the property.
