Your Committee on Planning, to which was referred Resolution
No . 186-86 , regarding the Kona Regional Plan , reports as follows :
The purpose of Resolution No . 186-86 is to adopt the Kona Regional
Plan as the official document to guide future developments in the
Kona region .
Your Committee held a public hearing in Keauhou, Kona, on May 22,
1986 , to receive testimony on the Plan . Only two individuals spoke
and both urged the Committee to adopt the Plan .
At its June 9 , 1986 meeting, your Committee agreed to recommend to
the Council that the Kona Regional Plan be adopted via a resolution
rather than by ordinance .
Your Committee, at its June 24, 1986 meeting, acted to defer action
on the Plan to enable Committee members to further review the Plan
and to suggest changes .
Your Committee, at its October 24, 1988 meeting, heard the
Planning Director testify that the Kona Regional Plan is outdated
because of the rapid growth that has been occurring in West Hawaii .
He added that it would be more appropriate to complete the updating
of the General Plan and to adopt an updated regional plan .
In light of the Planning Director 's testimony, Committee Chairman
Takashi Domingo suggested that the file on the resolution be closed .
Your Committee on Planning recommends that the file on Resolution
No . 186-86 be closed.
