Chairman and Members Hawaii County Council Hilo , Hawaii 96720 Your Committee on Planning, to which was referred Bill No . 624 , regarding the rezoning request of Nancy Harlocker , Waiakea , South Hilo , Hawaii , TMK: 2-2-22 : 29, reports as follows : Bill No . 624 amends Section 25-114, Article 3, Chapter 25 of the Hawaii County Code, by changing the district classification of 11 , 949 square feet of land from Single Family Residential (RS-10 ) to Office Commercial (CO-20 ) . The subject property is located on the mauka side of Kinoole Street , on the North West corner of Kinoole and Kamana Streets . The g, _ applicant plans to renovate an existing single family dwelling on the property for general office uses . The State Land Use classification is Urban and according to the 'Planning Department , the area is designated for High Density Urban uses . Committee Chairman Takashi Domingo , during the Committee ' s September 26 , 1988 meeting , asked the Planning Director to explain to the Committee , in writing, as to why the Planning Department is recommending approval of Bill 624 , thereby reversing their previous position of discouraging commercial zoning on the mauka side of Kinoole Street . Action on the Bill was deferred pending receipt of the Planning Department 's response . The Planning Department responded to the Committee ' s request via memo dated September 30 , 1988 . The memo is identified as Communication No . 1775 . 1 and is being forwarded to the Council for information . The Planning Director informed your Committee , at its October 11 , 1988 meeting , that the Planning Department now believes that properties on the mauka side of Kinoole Street should be subject to rezoning to commercial use because a couple of lots have already been approved for medical and dental uses . Councilman Russell Kokubun reminded the Planning Director that these uses , for medical facilities , were granted under use permits and not rezoning. PC REPORT No . 391 ADOPTED : NOV 2 1988 r ® , PC- 391 Page 2 October 11 , 1988 Councilman Kokubun asked the Planning Director whether doctors and dentists with use permits would now almost automatically qualify to have their properties rezoned to commercial uses since the Planning Department is now saying that properties mauka of Kinoole Street are designated High Density Urban under the General Plan. The Planning Director answered in the negative . Committee Chairman Takashi Domingo asked the Planning Director whether he has any information regarding rumors he has heard that the applicant is already operating his business in a single family dwelling located on the subject property. The Planning Director stated that his department plans to look into this matter and will be reporting to the Committee .
