Your Committee on Planning, to which was referred Bill No . 647,
regarding the rezoning request of Dodo Mortuary, Puueo , South Hilo ,
Hawaii , TMK: 2-6-8 :10 & Portion of parcel 25, reports as follows :
Bill No . 647 amends Section 25-114, Article 3, Chapter 25 of the
Hawaii County Code , by changing the district classification of
1 .7 acres of land from Multiple Family Residential (RM-1 ) and
Open (0) to Agricultural (A-3a ) .
In addition to the change of zone , the applicant is also seeking a
Use Permit from the Planning Commission , to allow the establishment '
of a mortuary/chapel facility. The property involved includes the
site of the existing mortuary facility .
The Zoning Code does not permit mortuaries within Multiple
Residential and Open zoned districts . However , they may be allowed
through a Use Permit within an Agricultural zoned district .
The applicant plans to construct a new one-story chapel building
mauka of the existing building. The new building will have two
chapels or service areas . 144 parking stalls will be provided .
The Downtown Hilo Redevelopment Plan recommends that the area under
consideration be rezoned from Multiple Residential to Agricultural to
allow the existing mortuary to operate as a conforming use . The
County Council approved the Downtown Hilo Redevelopment Plan in
June 1985 .
Water and all essential utilities and services are available to the
property .

of Bill No . 647 and recommends that it pass first reading .
